Francisco hizo que la Obra pasara a depender de la Congregación del Clero y no de la de Obispos, como ocurría hasta la fecha.

De esta manera, el Opus Dei no formará parte como hasta ahora de la estructura jerárquica de la Iglesia como una diócesis, sino que estará directamente controlada por el ministerio del Clero, como otras organizaciones.

Además, el Opus Dei tendrá que presentar, cada año, «al dicasterio para el Clero un informe sobre el estado de la Prelatura y sobre el desarrollo de su labor apostólica» y el prelado no podrá ser obispo.
